<span style="font-family: Calibri;">This is a verbatim quote from a highly skilled master’s
degree foreign graduate of a U.S. engineering program, wanting to start his
professional life in the US.<span style="mso-spacerun: yes;"> </span>He just
found out he had won the lottery.<span style="mso-spacerun: yes;"> </span>No, he’s
not referring to the Powerball, but the H-1B visa lottery.<span style="mso-spacerun: yes;"> </span>For most of us, the hard part would be doing
well in school, getting accepted into a top flight engineering academic program
in the US, completing the master’s degree, and getting a job offer from one of
the top engineering companies in the world, all of which he did.<span style="mso-spacerun: yes;"> </span>But the really hard part for foreign
professionals in the U.S. is just getting an opportunity to apply for a work
visa. <o:p></o:p></span></div>

<div class="MsoNormal" style="margin: 0in 0in 10pt;">
<span style="font-family: Calibri;">The H-1B visa is for professional, high-skilled temporary foreign
workers in the U.S., those with at least bachelor’s degrees in specialty
fields, like engineering, math, computer science, etc.<span style="mso-spacerun: yes;"> </span>Congress limits the number of new H-1B
approvals each year to 85,000 (with 20,000 reserved for persons with U.S.
Master’s degrees).<span style="mso-spacerun: yes;"> </span>April 1 of each year,
employers can start filing for these visas for the upcoming fiscal year.<span style="mso-spacerun: yes;"> </span>If more than 85,000 petitions are received in
the first week after April 1, a lottery is held to determine which applications
will be adjudicated by the USCIS.<span style="mso-spacerun: yes;"> </span>This
year, 172,500 petitions were received in the first week -- for 85,000
slots.<span style="mso-spacerun: yes;"> </span>This means that employers who typically
spent thousands of dollars for each H-1B petition will have less than ½ of them
selected for adjudication.<span style="mso-spacerun: yes;"> </span>And what are
the criteria for selection?<span style="mso-spacerun: yes;"> </span>Is preference
given to shortage occupations?<span style="mso-spacerun: yes;"> </span>STEM
fields?<span style="mso-spacerun: yes;"> </span>Scientists?<span style="mso-spacerun: yes;"> </span>No, it is a lottery.<span style="mso-spacerun: yes;"> </span>No wonder the engineer celebrated.<span style="mso-spacerun: yes;"> </span>Maybe for the first time in his life, success
wasn’t based on merit and hard work, but pure chance.<span style="mso-spacerun: yes;"> </span>Is this any way to conduct immigration policy
and provide best for the needs of the country?<o:p></o:p></span></div>

<span style="font-family: Calibri;">If the foreign professional is not selected in the lottery,
then he will have little choice but to return abroad, possibly to work for a foreign
company or government competing with the U.S.<span style="mso-spacerun: yes;">
</span>The U.S. employer that can’t hire the professional, has little choice
but to scale back on projects, or outsource work abroad because the employer
can’t get the skilled workforce they need in the U.S.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>The
lottery may take place in April, but the impact lasts throughout the year, as
the next opportunity to hire will be October 1, 2015.<o:p></o:p></span></div>

<span style="font-family: Calibri;">Economic evidence abounds for the value of retaining highly
skilled foreign professionals in the U.S.<span style="mso-spacerun: yes;">
</span>Matthew Slaughter, an Economist at Dartmouth, estimates to Compete
America that because of the limits on H-1B visas, the U.S. loses about 500,000
jobs every year.<span style="mso-spacerun: yes;"> </span>This is because not
only do we lose scientists, engineers, etc. who could fill open vacancies by
utilizing an H-1B visa, but we lose jobs that would have been added due to the
increased economic activity.<span style="mso-spacerun: yes;"> </span>In other
words, adding highly skilled immigrants to the job market doesn’t take jobs
from Americans – it creates jobs.<span style="mso-spacerun: yes;"> </span>Beth
Ann Bovino, the U.S. Chief Economist for Standard & Poor's in a recent new
report indicated that<span style="mso-spacerun: yes;"> </span>immigration reform
targeting skilled foreign workers could add 3.2 percentage points to real GDP
in the U.S. over the next 10 years, and cut $150 billion from the deficit.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>

<span style="font-family: Calibri;">Congressional failure to act to increase the number of H-1Bs
available continues to hurt the economy.<span style="mso-spacerun: yes;">
</span>This is just one aspect of the complex immigration debate, but it should

that thing up into five pieces</span></a>.”<span style="mso-spacerun: yes;"> </span>Despite
the lack of progress on immigration reform, this week has been full of great

interesting tip for immigrants living in Missouri is that persons in
removal proceedings are eligible to apply for a Missouri driver
license.<span style="mso-spacerun: yes;"> </span>In fact, “Persons in
Removal or Deportation Proceedings” is a category specifically noted in
the Missouri Department of Revenue’s list of immigrants eligible for
driver licenses.<span style="mso-spacerun: yes;"> </span>Immigrants living
in Missouri who are in removal proceedings should bring the following
documents when applying for a driver license: (1) Notice to Appear; (2) immigration
court future hearing notice (or Employment Authorization Document); and
(3) the applicant’s non-expired foreign passport.<span style="mso-spacerun: yes;"> </span>A comprehensive list of immigrants who
are eligible to obtain driver licenses in Missouri-and the documents they

</span>The most recent news coverage about Obamacare refers to the

and families with incomes between </span><a href="http://kff.org/interactive/subsidy-calculator/"><span style="font-family: "Times New Roman","serif";"><span style="color: blue;">100% and 400% of the federal poverty level</span></span></a><span style="font-family: "Times New Roman","serif";">, who purchase silver-level insurance

<span style="font-family: "Times New Roman","serif";">In 2014,
those who do not have health insurance coverage may have to pay a tax penalty.<span style="mso-spacerun: yes;"> </span>The tax penalty could be as low as $95 in
2014 but may be more depending on the uninsured’s income.<span style="mso-spacerun: yes;"> </span>The minimum tax penalty will increase each
year until 2016.<span style="mso-spacerun: yes;"> </span>This tax penalty is
also referred to as the </span><a href="http://www.irs.gov/uac/Questions-and-Answers-on-the-Individual-Shared-Responsibility-Provision"><span style="font-family: "Times New Roman","serif";"><span style="color: blue;">individual mandate</span></span></a><span style="font-family: "Times New Roman","serif";">.<span style="mso-spacerun: yes;">
</span>Certain exceptions apply, including exceptions for those who are
uninsured for less than 3 months, those who do not have to file a federal tax
return, or those who would have qualified for Medicaid but their state did not

</span>This is because Congress failed to pass a budget for the next fiscal
year or even a continuing resolution to keep everything at the previous
spending level. Therefore, all parts of the government that rely on
“discretionary” spending were not funded as of October 1st.<span style="mso-spacerun: yes;"> </span>Many government agencies, national parks,
head start programs, even the </span><a href="http://nationalzoo.si.edu/animals/webcams/giant-panda.cfm"><span style="color: blue; font-family: Calibri;">Panda Cam</span></a><span style="font-family: Calibri;">
are currently closed because they have no money to keep their doors open.<span style="mso-spacerun: yes;"> </span>Included in this shutdown are several
agencies which directly and indirectly affect immigration cases.<o:p></o:p></span><br />

americanos, presumimos del hecho que nuestro país es un refugio seguro para
personas que son perseguidas en sus países de origen. Desde principios del
siglo XIX, hemos tenido una historia conocida por permitir a miles de personas
encontrar seguridad y esperanza dentro de nuestras fronteras, y florecer como
miembros de nuestra sociedad. Sin embargo, nuestras leyes de asilo no reflejan
este sentimiento. En 1996, por ejemplo, las leyes migratorias fueron cambiadas
para requerir que las personas en búsqueda de asilo apliquen durante un año a
partir del tiempo de llegada.</span><br />

pride in the fact that our country is a safe haven for people who are
persecuted in their homelands. Since the early nineteenth century, we have had
a rich history of allowing thousands of people to find safety and hope within
our borders, and to flourish as members of our society.<span style="mso-spacerun: yes;"> </span>However, our asylum laws do not all reflect
this sentiment.<span style="mso-spacerun: yes;"> </span>In 1996, for example,
immigration laws were changed to require that people seeking asylum apply
within one year of their arrival.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span lang="EN" style="font-family: "Times New Roman","serif"; font-size: 12pt; line-height: 115%; mso-ansi-language: EN;">In many asylum
cases, individuals do not find out that they qualify and can apply for asylum within
a year of their entry.<span style="mso-spacerun: yes;"> </span>The traumatic
experiences that most applicants go through is enough alone to make it
difficult to file within one year.<span style="mso-spacerun: yes;">
</span>Currently, the Asylum Office does not recognize this reality and refuses
to excuse delayed application unless there is some “extraordinary circumstance.”
<o:p></o:p></span><br />

<span lang="EN" style="font-family: "Times New Roman","serif"; font-size: 12pt; line-height: 115%; mso-ansi-language: EN;">To be granted
asylum, a person must (1) prove that they are refugee by showing that if they
return to their country, they have a well-founded fear of persecution on
account of race, religion, nationality, membership in a particular social
group, or political opinion; (2) show that they are not inadmissible for any
other reason; and (3) corroborate their claim with evidence.<o:p></o:p></span></div>
<span lang="EN" style="font-family: "Times New Roman","serif"; font-size: 12pt; line-height: 115%; mso-ansi-language: EN;">Not only do people
seeking asylum face legal obstacles, they also face logistical problems even
after they have been granted status:<span style="mso-spacerun: yes;"> </span>As
I waded through the dozens of government websites, made phone call after call,
and read over countless advisories and memos in my own research on asylum law,
I realized that it takes tremendous energy and dedication to apply for public
benefits as a refugee or asylee in the United States.<o:p></o:p></span><br />

<span lang="EN" style="font-family: "Times New Roman","serif"; font-size: 12pt; line-height: 115%; mso-ansi-language: EN;">At McCrummen

<span style="font-family: Calibri;">I liked Cory Monteith <span style="mso-spacerun: yes;"> </span>(Yes, I sometimes watch GLEE).<span style="mso-spacerun: yes;"> </span>Cory was the nice guy named Finn Hudson on
the popular TV show set around a High School Glee Club.<span style="mso-spacerun: yes;"> </span><span style="mso-spacerun: yes;"> </span>He
always projected this nice guy, somewhat naïve, football quarterback persona.<span style="mso-spacerun: yes;"> </span>In real life, he was a talented actor and
singer, even though he had no formal singing training.<span style="mso-spacerun: yes;"> </span>He also had a drug problem and recently he
was found dead as a result of a drug overdose at the too young age of 31.<span style="mso-spacerun: yes;"> </span>He had been in drug rehab several times, most
recently in April this year.<span style="mso-spacerun: yes;"> </span>He was
beloved by fans.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">Tributes to Cory Monteith, aka Finn Hudson, abounded in the
press and social media after his death.<span style="mso-spacerun: yes;">
</span>I have this bad habit of reading the comments to the articles I read
online.<span style="mso-spacerun: yes;"> </span>Many of them are insanely stupid
and written under pseudonyms, I assume, so that the writers do not have to list
their own real names and have the world observe how biased and uninformed they
really are.<span style="mso-spacerun: yes;"> </span>Some of the meanest things
I’ve ever seen written were reader responses to news items online.<o:p></o:p></span><br />
<br />
<div class="MsoNormal" style="margin: 0in 0in 10pt;">
<span style="font-family: Calibri;">In the case of Cory Monteith, however, I saw nothing but
praise and a sense of tragic loss for such a talented young life.<span style="mso-spacerun: yes;"> </span>I expected at least one snarky comment, but
there were none.<span style="mso-spacerun: yes;"> </span>No one said, “he got
what he deserved because of using drugs.” No one said he belonged in jail
because of “breaking the law and using illegal substances.” But he had
committed crimes.<span style="mso-spacerun: yes;"> </span>He had acted knowing
the possible consequences of his behavior, but we overlooked that because we
loved Finn.<o:p></o:p></span></div>
<span style="font-family: Calibri;">Contrast that with the reader comments you get whenever
there is an article about immigration.<span style="mso-spacerun: yes;"> </span>There
is an almost total lack of sympathy for persons in the United States without
legal authorization.<span style="mso-spacerun: yes;"> </span>No punishment for
this predicament is apparently too much.<span style="mso-spacerun: yes;">
</span>People routinely comment that unauthorized immigrants should be lined up
and shot (or shot from helicopters like feral hogs as one legislator put it),
that they should face permanent banishment from the United States and their
families, that they are a drain on our society, are selfish takers with no
rights to claims under the law or to even human dignity.<span style="mso-spacerun: yes;"> </span>Even immigrants brought here as children (the
“Dreamers”) are not exempt from the vitriol displayed online.<o:p></o:p></span><br />
<br />
<div class="MsoNormal" style="margin: 0in 0in 10pt;">
<span style="font-family: Calibri;">In one case a year or so ago, a girl in the northwest was
brought here as a child, taken from her parents by the state and put into foster
care, and eventually adopted by a U.S. citizen family.<span style="mso-spacerun: yes;"> </span>The adoption was done legally, but the family
failed to file papers with the immigration service to fix the status of the
little girl.<span style="mso-spacerun: yes;"> </span>They had even asked the
immigration service at the time if they needed to file anything else, and were
told “no.”<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">Honestly, these are very complicated laws and even the
agencies entrusted to enforce them often get it wrong.<span style="mso-spacerun: yes;"> </span>So the parents relied on that and assumed
their adopted girl was a U.S. citizen.<span style="mso-spacerun: yes;"> </span>She
also grew up believing she was a U.S. citizen -- until it became time for her
to apply for her first driver’s license and realized that she did not have a U.S.
birth certificate.<span style="mso-spacerun: yes;"> </span>Moreover the
immigration service decided that she was not authorized to be here and should
be deported back to a country that she did not know and<span style="color: red;">
</span>whose language she did not speak.<o:p></o:p></span><br />
<br />
<div class="MsoNormal" style="margin: 0in 0in 10pt;">
<span style="font-family: Calibri;">Upon hearing this tragic story, an acquaintance on Facebook
posted that it was good that the immigration service was finally doing its job
by deporting her.<span style="mso-spacerun: yes;"> </span>I responded that it
was not the job of any U.S. agency to separate innocent children from their
families.<span style="mso-spacerun: yes;"> </span>And I was accused of (and I
have often been accused since then) not giving due regard to the law, even
though I am a lawyer.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">In my heart I’m asking, “Where’s the pity for this poor child
and her family?” <span style="mso-spacerun: yes;"> </span>When we point out that
she did nothing wrong, we’re told that it is unfortunate that she has to suffer
the consequences of her parents’ negligence, but the law must be upheld.<span style="mso-spacerun: yes;"> </span>If we don’t punish her, other immigrants will
be emboldened to do the same thing.<span style="mso-spacerun: yes;"> </span>Inspector
Javier from <i style="mso-bidi-font-style: normal;">Les Miserables</i> would have
been proud.<o:p></o:p></span><br />

<span style="font-family: Calibri;">So I wonder, how we can be so forgiving and nonjudgmental of
actor Cory Monteith, whom we apparently did not know very well, and can be so
unforgiving to our neighbors trying to get by like the rest of us?<span style="mso-spacerun: yes;"> </span>These people live among us, work among us,
worship with us.<span style="mso-spacerun: yes;"> </span>They have become part
of the fabric of our society.<span style="mso-spacerun: yes;"> </span>Over half
of the people that are here without authorization have been here 10 years or
more.<span style="mso-spacerun: yes;"> </span>A very large percentage of them
live in mixed status homes – that is, at least one of the family members is
here without authorization, but others within the family unit are U.S.
citizens.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">Surely, there is a better solution than continuing to deport
some 400,000 persons every year, most of whom are not criminals.<span style="mso-spacerun: yes;"> </span>Last year about 80,000 parents of U.S. citizens
were deported from the U.S.<span style="mso-spacerun: yes;"> </span>It’s a
humanitarian crisis of large proportions, but ignored by so many who dismiss
them simply because they are “illegal.” The law may say this is required, but
that does not mean that it is what is good for the U.S.<o:p></o:p></span><br />

<span style="font-family: Calibri;">There are so many ways that a path to legalization makes
good economic and moral sense for the U.S., but I do not intend to address all
of those in this blog.<span style="mso-spacerun: yes;"> </span>Instead I want to
ask, why do we so easily overlook the faults of someone like Cory Monteith, and
so stridently want to punish the strangers among us, most of whom have
committed no crime other than entering without permission to pursue a better
life?<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>
<span style="font-family: Calibri;">In many ways, they’re just like us.<span style="mso-spacerun: yes;"> </span>They’re just like our ancestors who
immigrated to this country and found a way to stay.<span style="mso-spacerun: yes;"> </span>They deserve better.<span style="mso-spacerun: yes;"> </span>They deserve mercy.<span style="mso-spacerun: yes;"> </span>They don’t deserve to be called “illegals.” They
deserve to be called “neighbors.”<span style="mso-spacerun: yes;"> </span>Not
only will it be better for them if we choose this path; it will be better for
the rest of us.<o:p></o:p></span><br />

que el debate en cuanto a inmigración estaba subiendo de tono en Washington,
DC, el Congreso de los Estados Unidos tomó un receso en cuanto a la creación de
ley de cinco semanas llamado un “receso”. Durante el mes de agosto del 2013,
todos los miembros de la Casa de Representantes de Estados Unidos y el Senado
regresaron a sus respectivos distritos y están ahora oyendo de parte de los
votantes. No es sorpresa que el tema de interés en este receso es la reforma
migratoria. Y es un debate definitivamente fuerte. En el palacio de gobierno
local, la sala anti-inmigrante se opone vehementemente a una “amnistía”

criminal severo. El estatus de Acción Diferida no provee a los inmigrantes
calificados con la habilidad de obtener la ciudadanía estadounidense- es un
estatus temporal de dos años que provee protección hacia la deportación y

local town hall meetings, the anti-immigrant lobby vehemently opposes “amnesty”
in any form while pro-immigrant voters request that their elected
representatives vote in favor of a bill that includes a path to U.S.
citizenship for the 11+ million undocumented workers in the U.S. today. <o:p></o:p></span><br />

Representatives know that if they vote in favor of a path to citizenship for
undocumented immigrants they will likely lose their Congressional seats in the
2014 mid-term elections to Republican candidates who cater to the far-right
majority in their districts. So many Republican candidates will likely
vote against comprehensive immigration reform to save their jobs. If that
happens, and comprehensive immigration reform dies, what options are available
to protect immigrants that do not require Congressional action?<o:p></o:p></span></div>

<div class="MsoNormal" style="margin: 0in 0in 0pt;">
<span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">If comprehensive immigration reform fails in the House of
Representatives, the President of the United States could expand the deferred
action program to include all immigrants in the U.S. who do not have serious
criminal records. Deferred action status would not provide qualifying
immigrants with the ability to obtain U.S. citizenship- it is a two-year
temporary status that provides protection from deportation and work
authorization. This deferred action status must be renewed every two
years and a background check would be required prior to approval. The
deferred action work authorization would allow immigrants to obtain social
security numbers and driver licenses. It would bring them out of the
shadows. <o:p></o:p></span></div>

of persons claiming to be immigration “consultants” or “notario publicos.”<span style="mso-spacerun: yes;"> </span>These persons are not qualified to represent
you in your immigration case and can take advantage of you financially and

<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="7a86a6f4-441f-4c55-8cf2-24598efdfc12" ginger_sofatware_uiphraseguid="ced05590-fc5a-4e32-aa95-32264d71c738" grcontextid="the:0">the</span> Court won’t automatically move your case to a court closer to your new
<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="f4c032ba-5f35-443c-bc0a-c5491ef92772" ginger_sofatware_uiphraseguid="f9bcda6d-c930-4cdf-92c4-4226b229f28f" grcontextid="residence:0">residence</span>. In order to change where your court date is, you will need to file a
Motion to Change Venue to ask the Court to move your case. </span></div>

<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="4b2afce4-f9e8-4792-bfeb-1b05cc6a9ff4" ginger_sofatware_uiphraseguid="9dfbd08a-37ef-4b6e-91d6-c67c8b7411dc" grcontextid="good:0">good</span> defense in case there is ever an administrative error in your case. There have been cases (I have had a few!)
<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="ba5cdea7-bea4-493e-9967-d65eab572766" ginger_sofatware_uiphraseguid="4f0ad227-db62-46c4-abb9-9b83ddf41da5" grcontextid="where:0">where</span> USCIS or DHS claimed to send an appointment or hearing notice that the
<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="d8aeccbd-5e7d-439b-bbf9-78ce32ad0539" ginger_sofatware_uiphraseguid="a6eac4b7-d2ac-4bbc-bcfd-2966c9300bb0" grcontextid="applicant:0">applicant</span> or respondent never received. USCIS
<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="5474eeb2-3eb5-42b0-a76c-6447cfd8435c" ginger_sofatware_uiphraseguid="b0a3c3b4-dcc4-4182-8754-7a1c14842e33" grcontextid="or:0">or</span> DHS will have to show that they correctly mailed your notice, and if you
<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="8e8c9231-5ddb-436b-8f52-23000fe2b47b" ginger_sofatware_uiphraseguid="42569cdf-b268-4ec4-a5f4-3b3b7b022b97" grcontextid="properly:0">properly</span> changed your address, you will have an extremely compelling argument.
This can mean the difference between rescheduling the appointment or hearing

<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="69f5de1e-a32c-4b5e-975e-a4f1294ce4a1" ginger_sofatware_uiphraseguid="699172ac-a4ef-4407-83cd-cdd302c95cf5" grcontextid="daddy:0">daddy</span> <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="2ac9d2dd-d43e-4230-bd3a-6499ff1b721e" ginger_sofatware_uiphraseguid="699172ac-a4ef-4407-83cd-cdd302c95cf5" grcontextid="don’t come:1">don’t come</span> home that evening, they should contact certain relatives who

As other social, economic, and defense issues dominated media coverage, immigration reform remained a priority on Capitol Hill. Now, three weeks after a comprehensive immigration bill passed in the Senate, the media, advocates, and the public are weary. Optimism for an immigration reform bill in the House is low. As quickly as the momentum for meaningful change built, the fatigue of partisan politics threatens to take it away.<br /><br />So why should we be optimistic about reform? Is a continued fight towards reform a wasted effort? I don’t think so. Here are five reasons to remain optimistic:</span><br />

<li><span style="font-family: Arial, Helvetica, sans-serif;">The House Judiciary has recently <a href="http://www.businessweek.com/articles/2013-07-11/four-immigration-bills-house-republicans-approved-while-no-one-was-looking">approved</a> four immigration bills: the Skills Visa Act (increasing visa numbers for highly skilled workers and offering limited green cards <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="55096272-3a81-4901-ab6e-bc6305f5838f" ginger_sofatware_uiphraseguid="d9b2d025-5c41-474d-abc1-7fe987bb9147" grcontextid="to:0">to</span> entrepreneurs), the Legal Workforce Act (mandatory e-Verify), the Agricultural Guestworker Act (visas for temporary farm laborers), and the SAFE Act (border security). While action by the House, not all of these bills move overall immigration reform in the <a href="http://abcnews.go.com/blogs/politics/2013/06/house-committee-would-criminalize-being-undocumented/">right direction</a>. </span></li>

<li><span style="font-family: Arial, Helvetica, sans-serif;">The issue isn’t as divisive as it seems. The majority of Americans favor fixing our immigration system. A recent <a href="http://www.gallup.com/poll/163457/americans-pro-immigration-past.aspx">Gallup poll</a> suggests that Americans have become more favorable to immigration in recent years. Another <a href="http://www.gallup.com/poll/163169/immigration-reform-proposals-garner-broad-support.aspx">Gallup poll</a> suggests that 87% of Americans would support a path to citizenship for undocumented individuals.</span></li>

Sam Graves,<br /><br />Do you prioritize shrinking the federal deficit or keeping undocumented immigrants in the shadows? As you may know, the Congressional Budget Office (CBO) recently released its analysis of the Senate’s immigration reform bill (S. 744). The CBO approximates that S.744 will reduce the federal deficit by $197 billion during the first ten years after its passage and will <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="60cffd78-2584-4a3a-9834-27543b434c1a" ginger_sofatware_uiphraseguid="f9e6971a-e825-4955-bd26-a6632a93f13b" grcontextid="axe:0">axe</span> another $700 billion <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="67b2fb0d-c857-4a11-b858-0c3dab7fd1c7" ginger_sofatware_uiphraseguid="f9e6971a-e825-4955-bd26-a6632a93f13b" grcontextid="off:1">off</span> the deficit in its second decade. <br /><br />I know that many of your constituents are pressuring you to vote against any immigration bill that has a path to citizenship in it. In so requesting, those constituents are asking you to vote in favor of keeping the deficit—and America's dependence on China-- high. They are also asking you to vote in favor of “<span class="GINGER_SOFATWARE_noSuggestion GINGER_SOFATWARE_correct" ginger_sofatware_markguid="14e45137-6de5-4b74-89c7-e02ebb1a299e" ginger_sofatware_uiphraseguid="119d9866-528a-4e37-b880-3847c3e4ca6e" grcontextid="de:0">de</span> facto amnesty” for those millions of undocumented immigrants in the United States today. <br /><br />We both know that deporting every undocumented person is too expensive for the U.S. <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="479dd486-8c20-4746-b53e-d79a1ec237c8" ginger_sofatware_uiphraseguid="166680fb-0457-4f67-bb2b-c78cb979b557" grcontextid="government:0">government</span> to undertake and lacks the humanitarian values our country cherishes. We also know that in November 2012, voters rejected the presidential candidate who proposed self-deportation as a viable solution to our nation’s immigration issues. <br /><br />I encourage you to look at the long-term consequences to your party's future when you vote on a comprehensive immigration bill. If you vote “no” on a meaningful immigration bill like S.744, your party will have a hard time winning the White House in the future. I urge you to listen to respected members of your party, such as Former Florida Governor Jeb Bush, when they tell you it is time for Republicans to “cease being the obstacle” to immigration reform. If immigration reform dies in the House this year, the 70% of the population who support immigration reform will blame your party for killing the bill that would have protected people they care about. This is not a good reputation to have as immigrant supporters are growing in number. </span><br />

<span style="font-family: Arial, Helvetica, sans-serif;">In contrast, if you and your party vote “yes” to meaningful comprehensive immigration reform, Republicans will have at least thirteen (13) years before any newly registered immigrant will be able to apply for U.S. <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="2f7fad6e-3499-4ca3-a690-e8f924598065" ginger_sofatware_uiphraseguid="76d9f55c-81f1-4268-9a86-16d99327cc79" grcontextid="citizenship:0">citizenship</span>. Surely in thirteen years you and your Republican colleagues will figure out a way to woo these new voters. In my opinion, legalizing the undocumented population in the U.S. <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="0bc8e2b6-cba4-429b-80f5-6825c0e56c2a" ginger_sofatware_uiphraseguid="216fa930-451d-4ab4-94d7-466df0903c9c" grcontextid="could:0">could</span> be the best thing that ever happened to the Republican party. Hispanic immigrants, for example, tend to have strong family values, oppose abortion, and are highly religious. They would be ideal Republicans if your party would show your support for them in this meaningful way.<br /><br />So I conclude by asking this question: do you prioritize punishing immigrants or decreasing the deficit? Before answering, my advice is that you visit the undocumented agricultural workers in the farms of Missouri or talk to the dishwasher at the next restaurant you stop. Get to know the hard-working men and women that make America's economy run. Meet their U.S. <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="cc072bc1-71c2-4d5e-97ee-dfc6e8657c29" ginger_sofatware_uiphraseguid="9fd2c8a0-fb90-49b1-8819-887b308515f8" grcontextid="citizen:0">citizen</span> children. I bet you will be surprised at what you find—and how much you actually have in common-- when you get to know these people. As Chris Christie recently said, “[<span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="290a7c1e-c40a-45f6-ae82-4009614ade53" ginger_sofatware_uiphraseguid="e6df4ea3-a3bf-4271-aafb-08a188d4bde1" grcontextid="i:0">i</span><span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="bd469d4c-8cbe-4ae4-ba6e-bfb0a5853322" ginger_sofatware_uiphraseguid="e6df4ea3-a3bf-4271-aafb-08a188d4bde1" grcontextid="]:1">]</span>t’s harder to hate someone up close.” <br /><br />A vote for comprehensive immigration reform protects your party’s future, preserves immigrant families, and cuts almost $1 trillion <span class="GINGER_SOFATWARE_correct" ginger_sofatware_markguid="d5cfdf02-8523-4325-9044-4d1106a8f56f" ginger_sofatware_uiphraseguid="748a63ac-60ed-445c-876d-e6588bb3f366" grcontextid="off:0">off</span> the federal deficit. There could be no clearer win-win-win. So please prioritize deporting the deficit, not immigrants. </span><br />
